Luke Powell

Building Surveyor - Restricted (all classes of building)

With over 10 years of experience across local government and the private sector, Luke brings a solutions-focused approach to building certification across residential, commercial, and mixed-use developments.

Luke began his career in local government, developing a strong understanding of regulatory frameworks, planning controls, statutory approval processes, and compliance assessments. This foundation gave him firsthand insight into legislative requirements and whole-of-industry certification experience.

Now in the private sector, Luke is accredited to approve all classes of buildings up to three storeys and 2,000m², including all types of performance solutions. Known for his attention to detail, proactive communication, and deep technical knowledge, Luke is a trusted partner for builders, architects, developers, and homeowners alike.

Jade Mcilwain

Building Surveyor Unrestricted (Council) & Registered Building Inspector

With more than 15 years of experience across local government and private industry, Jade Mcilwain is a Building Surveyor Unrestricted (Council) and Registered Building Inspector, renowned for his technical expertise and attention to detail. His depth of knowledge in BCA compliance and access consulting makes him a sought-after expert for complex projects.

Jade's career began as a carpenter in Inverell before transitioning into local government, where he gained a comprehensive understanding of construction methods, statutory frameworks, planning legislation, and building regulations. As a Council certifier, he built extensive experience assessing diverse project types and ensuring compliance.

In the private sector, Jade brings a highly analytical and methodical approach to consultancy, specialising in Building Code of Australia (BCA) Assessments, Access Reports, and Fire Safety Upgrade Reports.

Chloe is responsible for supporting 4U Certification’s day-to-day office operations, documentation control, and compliance processes across a range of residential and commercial certification projects. 

With extensive knowledge and over 10 years' experience in building certification administration, commercial client management and compliance-focused roles, Chloe brings strong organisational skills, practical knowledge of NSW legislative requirements and a client-first approach to every project.

Lauren joined the 4U Certification team in October 2025,  Lauren brings a strong background in building certification administration, client management, and compliance-focused support. Prior to joining the team, Lauren worked in the certification industry as a Commercial Client Manager and Team Leader. 

Known for her organisation, attention to detail and calm approach under pressure, Lauren is committed to providing reliable support to clients and colleagues alike. Her customer service experience, communication skills and ability to manage competing priorities make her a valued member of the team as she continues to develop her technical knowledge in building surveying and compliance.
